Every year after the first rice harvest, the Agriculture and Water Resources Department holds the Zhentou Festival in conjunction with the Water Conservancy Festival to pray for God’s blessings for a bumper harvest. It has been held at the Hutoupi Reservoir for many years. According to Chairman Xu Cangyuan, it first started in the 43rd year of the Republic of China. Due to the severe drought and water shortage that year, the local gentry discussed setting up an altar in the Chaotian Palace Temple to invite the King of Grain (Valley) in the temple, Emperor Shennong, to "bake the sun and pray for rain." , and it really came true. Later, in order to thank the gods for their protection, and because the Hutoupi Reservoir was the common water source for 500 to 600 hectares of farmland in the Xinhua area, a Zhentou sacrifice ceremony was held at the Hutoupi Reservoir the following year (the 44th year of the Republic of China) to thank the gods. It has been passed down to this day. Subsequently, the various workstations of the Jianan Farmland and Water Conservancy Association also selected dates to hold the Zhentou Festival ceremony. The Jianan Management Office of the Agriculture and Water Resources Department stated that this year, due to the continuous spillway improvement projects and reservoir dam safety improvement and enhancement projects at the Hutoupi Reservoir, this year's Zhentou Festival will be held on a small scale.
