Tainan City and Hirosaki City have a profound friendship. In 2012, President Lai Ching-te, who was the mayor of Tainan at the time, led a delegation to visit the city for exchanges and planted an apple tree in Hirosaki City Apple Park to pray for the development of friendly relations between the two cities. In 2017, Tainan City also officially signed a tripartite friendly exchange memorandum with Aomori Prefecture and Hirosaki City of Japan.
