Small-amount procurement is a common type of procurement in the public sector. Due to the small amount and flexible regulations, civil servants may easily ignore business risks. The Tourism and Tourism Bureau of the Nan City Government has chosen to develop a small-amount procurement strategy this year (113) and convened a symposium on anti-corruption guidelines. Through external experts and department heads, we will develop anti-corruption and transparency measures to strengthen the quality and transparency of the tourism bureau’s procurement, and formulate anti-corruption guidelines for colleagues to refer to.
The symposium was personally chaired by Acting Deputy Director Zheng Daoli. Lin Ruidong, deputy director of the Southern District Maintenance Branch of the Highway Bureau of the Ministry of Transport, who has long lectured on government procurement law, was specially invited to have a lively discussion with the department head. This symposium was conducted in advance using a Google form to conduct public opinion on integrity. Investigate, extensively collect the opinions of front-line colleagues in handling small purchases, discover the actual problems and difficulties encountered, and analyze relevant criminal cases during the meeting, including "taking advantage of the opportunity to defraud property", "accepting bribes when performing contracts", "False reporting of quantities and prices", "appropriation of public property" and "forging documents to defraud property" and other criminal types, grasp the causes of illegal risks, and use the brainstorming and experience interaction of the panellists to make specific proposals, including the implementation of job rotation and review of quotations Rationality and strengthening internal control and auditing and other anti-corruption strategies. As a result of the discussion at the meeting, a guidebook and leaflets on anti-corruption for small-amount procurement will be compiled for the convenience of colleagues, and will be placed on the official website of the Tourism Bureau for public review to implement administrative transparency.
