113 Tainan Local Industry and Hometown Sustainable Small Travel Revitalization Plan Operation Regulations
1. Purpose of the project: In order to promote leisure tourism such as agricultural specialty activities, recreational attractions, tourist factories and native culture in various districts of Tainan, optimize the quality of Tainan tourism and cultivate a new form of national tourism, the plan is to launch the "113 Years of Tainan Local Industries and Native Culture" Continue the small travel revitalization plan." 2. Sponsor: Tainan City Government Tourism Bureau.
3. Subsidy period: Applications will be accepted from now on , and the tour must be completed by August 31, 2020 at the latest. The agency may announce the suspension of applications in advance depending on the budget expenditure situation.
4. Subsidy objects: Applicants for this case should be in the domestic travel industry legally established, and their planned project itinerary should be reviewed by this bureau before being eligible for this case subsidy.
5. Subsidy items and amounts
The itinerary requires staying at a legal accommodation in Tainan for at least one night , and traveling to each administrative district in Tainan City during agricultural product marketing activities. It must meet at least one of the following seven subsidy items. Apply based on the eligible items .

6. Criteria for review of itinerary in this case
(1) This case must stay in Tainan for at least one night to meet the subsidy requirements.
(2) The subsidy in this case is only available on weekdays (Sunday to Thursday). Holidays are not included in the scope of subsidy. The tour must be completed by August 31, 2020 at the latest.
(3) Accommodation must be arranged in tourist hotels, hotels, and B&Bs that have been legally licensed or registered within this city, and legal means of transportation must be used.
(4) In addition to the above matters, all operations should comply with the provisions of the travel industry management rules.
(5) Each group must have at least 15 people (the total number of people in the group, excluding drivers and tour guides); the subsidy amount applied for by each travel agency shall be capped at NT$100,000.
(6) The itinerary proposed by the operator should be reviewed by the Bureau at least 15 working days before the tour date (see Appendix 1 for the itinerary review and tour application form). After approval, an approval code will be issued for use in writing off future payment requests . If When the amount of applications accepted has reached the upper limit, the case will stop accepting applications.
(7) The form of solicitation proposed by the operator may be accepted online by tourists in accordance with the provisions of the travel industry management rules .
(8) The operator should strictly implement the approved itinerary content and number of people. If adjustments are needed, they must report to this bureau .
(9) In order to encourage travel agencies to launch more diversified itineraries , a travel agency shall not apply for more than 3 tours for the same tourist factory consumption subsidy.
(10) When the travel agency pays the discounted tour fee and the subsidy paid by this bureau, it shall report business tax in accordance with the value-added and non-value-added business tax laws .
(11) According to the definition of "Public Transport Development Ordinance", "mass transport" refers to public and private enterprises with fixed routes, flights, stations and rates that provide domestic passenger transport services. Public transportation industry includes: urban passenger automobile transportation industry, highway automobile passenger transportation industry, railway transportation industry, mass rapid transit system transportation industry, ship transportation industry, passenger boat operation industry and civil air transportation industry.

(1) The applicant should attach the following documents from the day after each group’s itinerary (no later than September 30) and send them in person or by registered mail to the Bureau for review (mailing address: Tainan City Tourism Service Section, Tainan City Government Tourism Bureau, 10th Floor, No. 6, Section 2, Yonghua Road, Anping District), and the review order will be based on the date of acceptance; funds allocation matters can only be processed when there are no gaps or errors in the information.
(2) Application documents for funding from this project (all the following information must be stamped with the stamp of the recipient unit):
- Subsidy disbursement application form and receipt (Appendix 2).
- The actual tour itinerary (must be accompanied by travel photos of the industrial activities in each administrative district of the city and various subsidy projects as supporting information).
- Certificate of liability insurance for the tour group (subject to approval by the insurance company).
- The passenger list (including passenger ID number) recognized and stamped by the city’s hoteliers.
- A photocopy of the rental vehicle’s driving license and driver’s license.
- Detailed list of fund income and expenditure (Annex 3).
- Copies of receipts for transportation expenses, ticket fees, accommodation fees and various consumption expenses (must be stamped with the seal of the award-winning unit). The original receipts should be kept properly by the award-winning (subsidy) unit for inspection by the agency.
- Knot cutting book (Appendix 4).
- A copy of the bankbook cover of the financial institution (the account name must exactly match the person who signed the receipt).
- If your itinerary includes low-carbon restaurants and eco-friendly hotels, please check the websites of qualified restaurants and hotels yourself and attach relevant certificates to the e-mail when applying.
(4) Applications submitted after the time limit specified in Paragraph 1 (with postmark as proof) may not be accepted. However, if there are circumstances mentioned in the preceding paragraph (such as the need for correction after review, etc.), if an application is submitted again, the application will be deemed to have been submitted within the time limit specified in the first paragraph. If it exceeds 15 working days from the next day of the notification (as evidenced by the postmark), Late applications will not be accepted.
(5) In this project, if the same case and the same project apply for funding from two or more agencies, no subsidy will be given; if the same case applies for funding subsidies from other agencies for different projects at the same time, the subsidy will be granted, but it should be clearly stated when the case is closed and written off. (6) After the agency accepts the subsidy application case, log in to the Civil Society Subsidy (Donation) System (CGSS), and use the system to check whether the subsidy case has applied for duplicate subsidy items from other agencies, exceeded the required funds, etc., and Review projects that are irrelevant to the plan or do not meet the requirements as a reference for approving and appropriating awards (subsidies).
(7) If the estimated number of people in a tour group differs by more than 30% from the actual number of people in the group and reaches two groups, the Bureau may reject the travel agency's application for subsequent group tours.
(8) The Bureau reserves the right to make final modifications, changes, and interpretations of activities.
8. Precautions
(1) The applicant unit should properly preserve all original documents required for the application in accordance with relevant regulations; when necessary, the Bureau may ask the applicant unit to provide explanations and establish a control mechanism. The applicant unit shall not refuse, circumvent or hinder it, such as If fraud or untruth is discovered, the subsidy should be recovered; if it is found that the agency or group applying for the subsidy failed to properly preserve the original vouchers in accordance with regulations, resulting in damage, loss, etc., the subsidy case or the person receiving the subsidy will be dealt with according to the severity of the case. Agencies and organizations may, at their discretion, reduce subsequent subsidy payments or suspend subsidy payments or suspend subsidy payments for one to five years.(2) If the applicant unit has any of the following circumstances, the agency may withhold the award (subsidy); if the award (subsidy) has been approved or allocated, it may be revoked or annulled, and written administrative sanctions may be imposed depending on the severity of the case. Order them to return all or part of each award (subsidy):
- Obtaining awards through fraud, bribery, coercion or other improper methods.
- Application documents and information are concealed or false.
- The applied project has received awards, subsidies or subsidies of the same nature in accordance with other laws and regulations.
- Avoiding, obstructing or refusing to send personnel from the Bureau to check the implementation of the award.
9. If there are any unfinished matters in this plan, the provisions of "Tainan City Government's Precautions for Implementing the Budget for Subsidy Donations to Non-Governmental Organizations and Individuals" and "Tainan City Government Tourism Bureau's Operating Standards for Subsidies to Non-Governmental Organizations" may be applied.
10. Remarks
(1) After the applicant has completed the "Itinerary Review and Tour Departure Application Form" (Appendix 1), it should be sent to the following mailbox 15 working days before the tour departure date to complete the application process. (2) After receiving a reply, the application process will be completed and the review results will be notified separately.
(3) After passing the review, the applicant should provide the passenger group insurance list to the agency for reference before departure.
(4) The implementation period of this plan will be until August 31, 2020 or until the quota is full. The agency reserves the right to interpret, change and terminate the activities.
