113 Tainan Citizen Tourism Subsidy Program Operation Regulations
1. Project purpose: In order to promote leisure tourism in Tainan and encourage Tainan citizens to travel locally, the "113-year Tainan Citizen Tourism Subsidy Plan" is planned to be launched. Through this award (subsidy) program, we will promote the development of the local tourism industry and create new business opportunities in the local tourism market.113 Tainan Citizen Tourism Subsidy Program Operation Regulations
2. Sponsor: Tainan City Government Tourism Bureau
3. Subsidy period : Applications will be accepted starting from 10 a.m. on April 22, 2020, and the tour must be completed by October 31, 2020 at the latest. The agency may announce the suspension of applications in advance depending on the budget expenditure situation.
4. Subsidy objects: Applicants for this case should be those legally established in the travel industry in China.
5. Subsidy items and amounts: In this case, regardless of the number of applicants, the entire group must act to meet the subsidy requirements.
(1) Plan your itinerary to include at least 2 scenic spots in Tainan City. The scenic spots should be listed on the "Tainan Tourism Network" in principle. Each qualified person in each group will be subsidized with transportation costs of 200 yuan for visiting scenic spots. When applying, a photo of the website of the scenic spot and the whole group should be attached.
(2) The tour uses a Tainan sightseeing double-decker bus (chartered or regular routes are acceptable), and each eligible person in each group will be subsidized with a double-decker bus fare subsidy of NT$150.
6. Criteria for reviewing the itinerary in this case:
(1) The tour date does not include weekdays or holidays, and the tour must be completed by October 31, 2020 at the latest.
(2) Each group must have at least 15 people (the total number of people in the group, excluding drivers and tour guides), and the subsidy amount applied for by each travel agency shall be capped at NT$100,000.
(3) The itinerary proposed by the operator should be reviewed by the Bureau at least 15 working days before the tour date (see Appendix 1 for the itinerary review and tour application form). After approval, an approval code will be issued for use in writing off future payment requests. If accepted When the application amount reaches the upper limit, the case will stop accepting applications.
(4) The form of customer solicitation proposed by the operator may accept online orders from tourists on the Internet in accordance with the provisions of the travel industry management rules.
(5) The operator should strictly implement the approved itinerary content and number of people. If adjustments are needed, they must report to this bureau.
(6) The travel agency shall report and pay business tax in accordance with the value-added and non-value-added business tax laws for the discounted tour fare and subsidy paid by this bureau.
7. Request write-off and operating procedures:
(1) The applicant should attach the following documents within 15 working days from the day after each group’s itinerary is completed, and send them to the Bureau in person or by registered mail for review (mailing address: No. 6, Section 2, Yonghua Road, Anping District, Tainan City Tourism Service Section, Tainan City Government Tourism Bureau, 10th Floor), and the review order will be based on the date of acceptance; funds allocation matters can only be processed when there are no gaps or errors in the information.
(2) Application documents for write-off of this project (all the following information must be stamped with the stamp of the recipient unit):
- Subsidy disbursement application form and receipt (Appendix 2).
- Actual tour itinerary (must attach group photos of each award subsidy item as supporting information).
- Travel group liability insurance certificate (subject to approval and seal by the insurance company), insurance list (including name, ID card number, date of birth).
- Passenger list (including passenger ID number) approved and stamped by travel operators in this city.
- A photocopy of the rental vehicle’s driving license and driver’s license.
- Detailed list of fund income and expenditure (Annex 3).
- Take a photo with the whole group on the website of the scenic spot (must be stamped with the stamp of the award-winning subsidy unit).
- A copy of the Tainan double-decker sightseeing bus rental/expense receipt (must be stamped with the large and small seal of the award-winning unit). Please keep the original receipt properly for inspection by the agency.
- Relevant proof of citizens of Tainan City who actually departed for the tour (such as a copy of the ID card and other basic information or relevant certificates that are sufficient to prove the passenger's identity).
- Knot cutting book (Appendix 4).
- A copy of the bankbook cover of the financial institution (the account name must exactly match the person who signed the receipt).
(4) Applications submitted after the time limit specified in Paragraph 1 (with postmark as proof) may not be accepted. However, if there are circumstances mentioned in the preceding paragraph (such as the need for correction after review, etc.), if an application is submitted again, the application will be deemed to have been submitted within the time limit specified in paragraph 1. The final time for the supplementary information to be sent to the Bureau will be before November 30, 2020 or the next day of notification. Applications received after a minimum of 15 working days (based on the postmark) will not be accepted after the deadline.
(5) In this project, if the same case applies for funding from two or more agencies for the same project, no subsidy will be given; if the same case applies for funding subsidies from other agencies for different projects at the same time, subsidy will be granted, but it should be clearly listed in the write-off when the case is closed. (6) After the agency accepts the application for subsidy, log in to the Civil Society Subsidy (Donation) System (CGSS), and use the system to check whether the subsidy case has applied for duplicate subsidy items from other agencies, exceeded the required funds, etc., and reviewed it Projects that are irrelevant to the plan or do not meet the requirements will be used as reference for approving and appropriating awards (subsidies).
(7) The Bureau reserves the right to make final modifications, changes, and interpretations of activities.
8. Notes:
(1) The applicant unit shall properly preserve all original documents required for the application in accordance with relevant regulations; when necessary, the Bureau may ask the applicant unit to provide explanations and establish a control mechanism. The applicant unit shall not refuse, circumvent or hinder it. If it is found If there is any fraud or untruth, the subsidy should be recovered; if it is found that the agency or group applying for the subsidy failed to properly preserve the original documents in accordance with the regulations, resulting in damage, loss, etc., the subsidy case or the agency receiving the subsidy will be dealt with according to the severity of the case. The group has the discretion to reduce the subsequent subsidy or stop the subsidy or stop the subsidy for one to five years.
(2) If the applicant unit has any of the following circumstances, the agency may withhold the award (subsidy); if the award (subsidy) has been approved or allocated, it may be revoked or annulled, and a written administrative sanction order may be issued depending on the seriousness of the case. It shall return all or part of each award (subsidy):
- Obtaining awards (subsidy) through fraud, bribery, coercion or other improper methods.
- Application documents and information are concealed or false.
- The applied project has received awards, subsidies or subsidies of the same nature in accordance with other laws and regulations.
- Avoiding, obstructing or refusing to send personnel from the agency to check the implementation of the award.
9. If there are any unfinished matters in this plan, the provisions of "Tainan City Government's Precautions for Implementing the Budget for Subsidy Donations to Non-Governmental Organizations and Individuals" and "Tainan City Government Tourism Bureau's Operating Standards for Subsidies to Non-Governmental Organizations" may be applied.
10. Remarks:
