112th Tainan City Promotion Agricultural Tourism Component Incentive Program
Operating rules
  • Purpose of the project: In order to encourage tourism operators to cooperate with the leisure agriculture industry, develop various eye-catching leisure agriculture tourism package itineraries, effectively send tourists and continue to attract tourists to Tainan for sightseeing, and promote the sustainable development of the local leisure agriculture tourism industry.
  • Organizer: Tainan City Government Tourism Bureau
  • Planning period: The tour period is from now until December 20, 2020. If the amount of applications accepted has reached the upper limit, the case will stop accepting applications.
  • Subsidy recipients: Applicants for this project should be in the domestic travel industry legally established, and their planned project itinerary should be reviewed by this bureau before being eligible for this project subsidy.
  • Subsidy items and amounts:
  • The itinerary requires at least one night's stay in a legal accommodation in Tainan (according to the list announced by the "Taiwan Travel and Accommodation Network" of the Tourism Bureau of the Ministry of Transportation and Communications).
  • Those who have more than 60% of their tours in the leisure agricultural tourism industry within the jurisdiction of Tainan City (the front of the list is shown in Appendix 5 ):
    1. A leisure farm that has obtained a leisure farm registration certificate.
    2. Counseling is on record for Tian’s mother.
    3. The Agricultural and Fisheries Association’s agricultural specialty products exhibition and sales center, farmers’ direct sales station, rural community shop and fishery products direct sales center.
    4. Agricultural themes (tea, rice, flowers, fruits, vegetables, coffee, cocoa, cereals, bees, spices and dyes, special crops, trees, bamboo forests, fish farming, recreational fisheries, poultry, livestock, 17 categories in total) features Tourism industry.
    5. Rural community organizations, groups or businesses that have passed the rural experience evaluation of the Water Conservation Bureau.
    6. Special agricultural tourism site certification by the Council of Agriculture.
    7. Member of Tainan City Leisure Agriculture Development Association.
  • Award amount: 800 yuan per person for travel expenses. The subsidy amount applied for by each travel agency is capped at NT$100,000.
  • Review criteria for this case’s itinerary
  • In this case, you need to stay in Tainan for at least one night to meet the subsidy requirements.
  • Accommodation must be arranged in tourist hotels, hotels, and B&Bs that have been legally licensed or registered within this city, and legal means of transportation must be used.
  • In addition to the matters listed above, all operations should comply with the provisions of the travel industry management rules.
  • The itinerary proposed by the operator must be reviewed by the Bureau in order of receipt before departure (the itinerary review and package departure application form is shown in Appendix 1). After passing the application, the acceptance unit will issue an approval code for future payment write-offs. If the application limit has been reached , Upon reaching the upper limit, the case will stop accepting applications.
  • The planned project itinerary has been reviewed by the Bureau and it is determined that more than 60% of the bases in the itinerary meet the application conditions. Calculation method for agricultural tourism ratio: A one-day itinerary can have a maximum of 10 components (including meals and accommodation), and the first component is counted from the first scenic spot you arrive in Tainan to the last component you leave from the last scenic spot in Tainan. Agricultural tours in Tainan The components must account for 60% of the total tourism components in Tainan. For leisure agricultural tourism bases, please refer to Appendix 5 and apply for rewards from this bureau after the tour.
  • Applications for group tours will be accepted via e-mail. However, each application e-mail must be submitted by the same travel agency. The total application amount shall not exceed NT$100,000. The same e-mail may not be submitted to multiple subsidy-receiving units. Applications will be accepted until funds are exhausted.
  • The form of customer solicitation provided by the operator may accept online orders from tourists on the Internet in accordance with the provisions of the travel industry management rules.
  • Operators should strictly implement the approved itinerary and number of people. If adjustments are needed, they must report to this bureau.
  • The travel agency that pays the discounted tour fee and the subsidy paid by this bureau shall report business tax in accordance with the value-added and non-value-added business tax laws.
  • Request write-off and operating procedures
  • Each group should attach the following documents after completing the itinerary and send them in person or by registered mail to our bureau for review (receipt will be until 5:00 pm on December 21, 2020, shipping address: Section 2, Yonghua Road, Anping District, Tainan City Tourism Service Section, Tainan City Government Tourism Bureau, No. 6, 10th Floor), and the review order will be based on the date of acceptance; funds allocation matters can only be processed when there are no gaps or errors in the information .
  • Documents to apply for funding under this program:
  1. Subsidy disbursement application form and receipt (Appendix 2)
  2. Itinerary (must attach group photos of leisure agricultural tourism bases as supporting documents)
  3. Group tour liability insurance policy (certificate)
  4. Passenger list recognized and stamped by hoteliers in this city (including passenger ID number)
  5. A copy of the rental vehicle's license plate and driver's license must be stamped with the stamp of the recipient of the award.
  6. Income and Expenditure List (Funds Income and Expenditure Detailed List, Attachment 3)
  7. Copies of receipts for transportation, ticket fees, accommodation and consumption, etc., must be stamped with the seal of the recipient unit (the receipt must be kept properly by the recipient unit for verification by the agency)
  8. Cutting Book (Appendix 4)
  9. Copy of financial institution passbook cover
  • If the application fails to follow the prescribed procedures or the required documents are not attached, the Bureau may not accept it; if after review, corrections are needed or if the relevant documents, information, and vouchers are found to be doubtful, the Bureau may require corrections, explanations, or relevant supporting documents to be provided within a time limit; if the application is not submitted within the time limit, If the applicant cannot correct, explain or provide relevant supporting documents or if the application is found to be inconsistent with the provisions of this plan upon review, the Bureau may not grant the subsidy and directly reject the subsidy application.
  • Applications submitted after the time limit specified in Paragraph 1 may not be accepted. However, if an application falls under the circumstances specified in the preceding paragraph, it will be deemed that the application has been submitted within the time limit specified in the first paragraph. If it is more than 7 calendar days from the next day of the notice (as evidenced by the postmark), the application will not be accepted.
  • The minimum number of people per group is 15; the subsidy amount applied for by each travel agency is capped at NT$100,000.
  • This program cannot be applied for repeatedly with other subsidy programs (programs) of the central and local governments.
  • After accepting the application for subsidy, this bureau will log in to the Civil Society Subsidy (Donation) System (CGSS), and use the system to check whether the subsidy case has applied for duplicate subsidy items from other agencies, exceeded the required funds, etc., and reviewed and planned Irrelevant or non-compliant items will be used as reference for approving subsidies.
  • If the estimated number of people traveling on a tour differs by more than 30% from the actual number of people traveling on a tour, and the number exceeds two groups, the Bureau may reject the travel agency’s subsequent application for a group tour.
  • The Bureau reserves the right to make final modifications, changes, and interpretations of activities.
  • Precautions:
  • Agencies and organizations applying for subsidies should properly preserve all original documents required for the application in accordance with relevant regulations; when necessary, the bureau may ask the applicant unit to provide explanations and establish a control mechanism. The applicant unit shall not refuse, circumvent or hinder it. If it is discovered If there is any fraud or untruth, the subsidy should be recovered; if it is found that the agency or group applying for the subsidy failed to properly preserve the original documents in accordance with the regulations, resulting in damage, loss, etc., the subsidy case or the agency receiving the subsidy will be dealt with according to the severity of the case. The group has the discretion to reduce the subsequent subsidy or stop the subsidy or stop the subsidy for one to five years.
  • If the applicant unit has any of the following circumstances, the agency may withhold the award; if the award has been approved or allocated, it may revoke or annul it, and may order the applicant to return all or part of the award with written administrative sanctions depending on the seriousness of the case:
  1. Obtaining awards through fraud, bribery, coercion or other improper methods.
  2. Application documents and information are concealed or false.
  3. The applied project has received awards, subsidies or subsidies of the same nature in accordance with other laws and regulations.
  4. Avoiding, obstructing or refusing to send personnel from the Bureau to check the implementation of the award.

  • After passing the review, the applicant should provide the passenger group insurance list to the agency for reference before departure.
  • The implementation period of this plan is before December 20, 2020 or until the quota is full. The agency reserves the right to interpret, change and terminate the activities.
