Operating rules
[Due to the overwhelming number of applications, the funding quota has been exhausted and the acceptance of applications has been suspended. 】
1. Purpose of the project: In order to promote leisure tourism such as agricultural specialty activities, recreational attractions, tourist factories and native culture in various districts of Tainan, optimize the quality of Tainan tourism and cultivate a new form of national tourism, the plan is to launch the "112 Years of Tainan Local Industries and Native Culture" Continue the Small Travel Revitalization Plan (Second Tier). In addition to promoting national tourism, it also hopes to expand Tainan's tourism and surrounding industries through the combination of different means of transportation and low-carbon tourism, attracting people to choose Tainan as a tourist destination, and creating new opportunities for the international tourism market.

3. Subsidy period:
Applications will be accepted starting from 10 a.m. on September 18, 2020. For group itineraries with departure dates from October 2 to November 30, if the application quota has reached the upper limit, the case will stop accepting applications .

4. Subsidy objects:
Applicants for this case should be in the domestic travel industry legally established, and their planned project itinerary should be reviewed by this bureau before being eligible for this case subsidy.

5. Subsidy items and amounts:
The itinerary requires staying at a legal accommodation in Tainan for at least one night , and traveling to each administrative district in Tainan City during agricultural product marketing activities. It must meet at least one of the following seven subsidy items. Apply based on the eligible items.
(1) During the agricultural product marketing activities of each administrative district in Tainan City, a subsidy of NT$200 per person for accommodation will be provided for those traveling to the administrative district, as listed on the front (not cumulative). (5) An extra NT$100 per person will be subsidized for accommodation at an environmentally friendly hotel in Tainan City.

(6) When dining at low-carbon restaurants in Tainan City, the maximum meal subsidy amount per person (limited to lunch and dinner) is NT$100.

(7) The tour uses a Tainan sightseeing double-decker bus (more than 20 people; chartered or regular routes are acceptable), with a daily subsidy of NT$2,500; the tour includes other public transportation vehicles that move between scenic spots in Tainan City (such as Tainan buses, sightseeing buses, Taiwan Railways, bicycles, etc.) will provide an additional transportation subsidy of NT$100 per person (the upper limit is NT$100 per person without an overlay mechanism). The distance between attractions for cyclists must be at least 3 seconds as shown on Google Maps. Only those traveling more than 100 kilometers away can apply for subsidies.

Review criteria and precautions for this case’s itinerary:
(1) This case must stay in Tainan for at least one night to meet the subsidy requirements
.

(2) The subsidy in this case is only available on weekday accommodation days (Sunday to Thursday), and holidays are not included in the scope of subsidy.

(3) Accommodation must be arranged in tourist hotels, hotels, and B&Bs that have been legally licensed or registered in this city, and legal means of transportation must be used.

(4) In addition to the above matters, all operations should comply with the provisions of the travel industry management rules.

(5) The itinerary proposed by the operator should be reviewed by this bureau at least 15 calendar days before the tour date (the itinerary review and tour application form is shown in Appendix 1). After passing the approval, the accepting unit will issue an approval code for use in future reimbursements, such as When the amount of applications accepted has reached the upper limit, the case will stop accepting applications .

(6) The form of customer solicitation proposed by the operator may accept online orders from tourists on the Internet in accordance with the provisions of the travel industry management rules.

(7) The operator should strictly implement the approved itinerary content and number of people. If adjustments are needed, they must report to this bureau.

(8) In order to encourage travel agencies to launch more diversified itineraries, a travel agency shall not apply for more than 3 tour groups for the same tourist factory consumption subsidy .

(9) The travel agency that pays the discounted tour fee and the subsidy paid by this bureau shall report business tax in accordance with the value-added and non-value-added business tax laws.

(10) As defined in the "Ordinance on the Development of Mass Transport", "mass transport" refers to public and private public transport with fixed routes, flights, stations and rates that provide domestic passenger transport services. Businesses include: urban passenger automobile transportation industry, highway automobile passenger transportation industry, railway transportation industry, mass rapid transit system transportation industry, ship transportation industry, passenger boat operation industry and civil air transportation industry.

7. Request write-off and operating procedures:

(1) Each group should attach the following documents within 1 month after completing the itinerary and send them in person or by registered mail to the Bureau for review (mailing address: Tainan City Government, 10th Floor, No. 6, Section 2, Yonghua Road, Anping District, Tainan City Tourism Services Section of the Tourism Bureau), and the review order will be based on the date of acceptance; funds allocation matters can only be processed when there are no gaps or errors in the information.

(2) Application documents for funding under this project:

1. Subsidy disbursement application form and receipt (Appendix 2).

2. Itinerary (must be accompanied by travel photos during the industrial activities and each subsidy project as supporting information).

3. Tour group liability insurance policy (certificate).

4. Passenger list (including passenger ID number) approved and stamped by the city’s hoteliers.

5. A photocopy of the rental vehicle must be stamped with the stamp of the recipient unit.

6. List of income and expenditure (detailed list of income and expenditure, Appendix 3).

7. Copies of receipts for transportation expenses, ticket fees, accommodation fees and consumption, etc., must be stamped with the seal of the recipient unit. (The payment receipts should be kept properly by the subsidy-receiving unit for verification by the agency)

8. Knot cutting book (Appendix 4).

9. A copy of the bankbook cover of the financial institution.

10. If your itinerary includes environmentally friendly hotels or low-carbon restaurants, please check the website of the qualified hotel or restaurant yourself and attach relevant certificates to the e-mail when applying.

(3) If the application fails to follow the prescribed procedures or the required documents are not attached, the Bureau may not accept the application; if after review, corrections are required or if the relevant documents, information, and vouchers are found to be doubtful, the Bureau may require corrections, explanations, or relevant supporting documents to be provided within a time limit. ; If the applicant fails to make corrections, explanations or provide relevant supporting documents within the time limit or if the application is inconsistent with the provisions of this plan upon review, the Bureau may not grant the subsidy and directly reject the subsidy application.

(4) Applications submitted after the time limit specified in Paragraph 1 (with postmark as proof) may not be accepted. However, if an application falls under the circumstances specified in the preceding paragraph, the application will be deemed to have been submitted within the time limit specified in the first paragraph. If the application is made more than 15 working days from the next day of notification (as evidenced by the postmark), the application will not be accepted.

(5) The minimum number of people per group is 15; the subsidy amount applied for by each travel agency is capped at NT$100,000.

(6) This program cannot be applied for repeatedly with other subsidy programs (programs) of the central and local governments.

(7) After accepting the application for subsidy, this bureau will log in to the Civil Society Subsidy (Donation) System (CGSS), and use the system to check whether the subsidy case has applied for duplicate subsidy items from other agencies, exceeded the required funds, etc., and reviewed it. Items that are irrelevant to the plan or do not meet the requirements will be used as reference for approving and appropriating subsidies.

(8) If the estimated number of people on a tour group differs by more than 30% from the actual number of people on a tour, and the number exceeds two groups, the Bureau may reject the travel agency’s application for subsequent group tours.

(9) The Bureau reserves the right to make final modifications, changes, and interpretations of activities.

8. Notes:

(1) Agencies and organizations applying for subsidies should properly preserve all original documents required for the application in accordance with relevant regulations; when necessary, the Bureau may ask the applicant to provide explanations and establish a control mechanism, and the applicant shall not refuse, circumvent or hinder the application. If fraud or untruth is found, the subsidy should be recovered; if it is found that the agency or group applying for the subsidy failed to properly preserve the original vouchers in accordance with regulations, causing damage or loss, etc., the subsidy case or recipient will be dealt with according to the severity of the case. The subsidy agency may decide to reduce subsequent subsidy payments or suspend subsidy payments or suspend subsidy payments for one to five years.

(2) If the applicant unit has any of the following circumstances, the agency may withhold the award; if the award has been approved or allocated, it may be revoked or annulled, and may, depending on the seriousness of the case, order a written administrative sanction to return all or all of the award. Part one:

1. Obtaining awards through fraud, bribery, coercion or other unfair methods.
2.
The application documents and information are concealed or false.
3. The applied project has received awards, subsidies or subsidies of the same nature in accordance with other laws and regulations.

4. Avoid, hinder or refuse the Bureau to send personnel to check the implementation of the award.

9. Remarks:

(1) After the applicant has completed the "Itinerary Review and Tour Departure Application Form" (Appendix 1), it should be sent to the following mailbox 15 calendar days before the tour departure date to complete the application process.

(4) The implementation period of this plan is before November 30, 2020 or until the quota is full. The agency reserves the right to interpret, change and terminate the activities.
