The underground railway project in downtown Tainan is now in its final stage. Considering that the Kaiyuan Land Bridge will be closed and demolished, the traffic will be interrupted for up to 2 years, which will have a huge impact on the traffic in the urban area. After many discussions with the Nanshi Government and the Ministry of Communications, the traffic will be reduced. Considering the impact, the construction and dismantling of Kaiyuan Land Bridge was originally scheduled to be postponed on December 15, and the construction of Dongfeng Road Level Crossing will be expanded to two-way 6-lane and Qianfeng Road (Kaiyuan Road-Dongfeng Road section) will be adjusted to two-way 4 mixed lanes. The Dongmen Land Bridge will be closed for 8 months starting from December 27, and the land bridge will be reopened after partial demolition and reconstruction. Passers-by are reminded to divert in advance according to the road signs.

Director of the Transportation Bureau Wang Mingde said that Mayor Huang Weizhe was quite concerned about the traffic inconvenience caused by the underground railway project in Tainan City, and instructed the Transportation Bureau to pay close attention to the traffic problems arising from the construction progress of each stage, especially the most important traffic arteries. The construction traffic maintenance plan for Kaiyuan Land Bridge and Dongmen Land Bridge section must minimize traffic impact.

Wang Mingde, director of the bureau, pointed out that according to the evaluation of the Railway Bureau of the Ministry of Communications, the construction unit, the Kaiyuan Land Bridge and the pedestrian underpass cross the existing railway and the underground railway project, because two bridge piers must be removed within the scope of the underground project, and they cannot be constructed after demolition. Restore the old bridge or build a steel temporary bridge, so the traffic interruption time will be as long as 2 years after the closed construction. In order to reduce the traffic impact during the closed period, the municipal government decided to expand the number of diverted moving lanes before closing the construction after discussing with the Railway Bureau. After Qianfeng Road (Kaiyuan Road to Dongfeng Road section) is adjusted to two-way 4 mixed lanes, the demolition and construction of Kaiyuan Land Bridge will be carried out.

In addition, the Transportation Bureau pointed out that only one pier of the Dongmen Land Bridge is located within the scope of the underground project. Only part of the pier and the bridge deck need to be removed for underground construction. During the construction period, the traffic will be interrupted for 8 months. The land bridge and the east-west underground locomotive lanes will not be able to pass through. Only the north-south underground locomotive lanes near the east gate circle can still pass normally. It is also expected that after the land bridge traffic resumes on August 18, 2012, since the underground locomotive lane has been permanently closed, locomotives and small vehicles will be allowed to pass together at that time. Considering the narrowness of the lane and ensuring driving safety, large vehicles will be prohibited from passing, and passers-by are reminded to pay attention.

Since the Dongmen Land Bridge is an important east-west thoroughfare in the urban area, it can be expected that the closure of this traffic node will cause traffic congestion on the Dongmen Road on the east side of the land bridge and Fuqian Road on the west side. Road, Fulian Road, Zhonghua East Road and other roads will be diverted. Signs will be set up along the main alternative roads to guide vehicles to divert. Traffic control personnel will be sent to guide vehicles on both sides of the land bridge and at important intersections around it to maintain smooth and safe traffic.

In addition, the Datainan bus No. 3 and the red main line bus passing through the Dongmen Land Bridge will be diverted from the direction of Rende to the urban area, passing through Dongmen City Circle, and then diverted to Fulian Road and Fulian East Road. Turn right through Fulian Underpass and go north on Datong Road, passing through Dongmen As the circle connects to Beimen Road, the "Dongmen Church" station will be cancelled, and the rest of the bus stations will remain unchanged. Passengers are reminded to pay attention.

In order to effectively respond to various emergencies during the construction period, the Railway Bureau of the Ministry of Communications has established a communication platform with relevant units of the Nanshi Government. In case of any emergencies, they can be dealt with immediately. In accordance with the traffic flow and the situation, the timing of the traffic lights at the intersection is adjusted dynamically to minimize the traffic impact caused by the construction.
