Regarding Yishui Lilv Co., Ltd.'s application for the development of a 6.3 hectare resort in the Sicao area of Annan District, the base is adjacent to Taijiang National Park, which may affect the local wild bird ecological conservation. The Tainan Municipal Government Tourism Bureau explained as follows:
1. The development base status of this case belongs to the Annan District Urban Planning and Recreation Area, and its development needs to be reviewed and approved by the Urban Planning Commission of this Municipality, and the plan is to be developed as a resort. According to the regulations, it must be subject to environmental impact assessment and After the outflow control plan has been reviewed and approved, and the relevant public facilities transfer registration has been completed to the government or the payment process has been completed, the development permit will be issued.
2. According to the content of the development plan of this case, adopt low-impact and low-intensity development planning, plan to set up guest rooms, art galleries, villas, leisure centers and other recreational and recreational spaces. The construction rate is about 26.22% (the maximum legal construction rate is 30%). The total volume is about 62.86% (the maximum legal volume rate is 90%). The main building hotel has about 132 rooms and 58 VILLA rooms, a total of 190 rooms, and the development area accounts for 16% of the total area.
3. According to the intensity and scale of its development content, this case should be sent to the Environmental Assessment Committee of the Executive Yuan for consideration. The current task force completed the review on June 10, 109. The review includes air quality, rain and sewage discharge, traffic flow, noise and vibration, Animal and plant ecological protection, bird strike and other response measures and other items; another outflow control plan is under consideration by the water conservancy bureau of this prefecture.
4. Because the development base is close to the scope of the national park, the development unit should add an isolated green belt around the base according to the requirements of the Taijiang National Park Management Office to reduce the impact on the surrounding landscape. Therefore, the development unit has promised to retreat from the border of the national park 12- After 16 meters, it is separated from the water bird ecological protection area by 50 meters (38 meters + 12 meters), and the original planting is adopted in multiple layers to reduce the impact on the habitat.

The development plan, environmental assessment, outflow plan and the commitments of the development unit in this development case should be completed and passed the review before submitting an application for hotel establishment registration to the Tourism and Tourism Bureau of the province. The Tourism and Tourism Bureau will review the relevant permit matters one by one and confirm the completion of the transaction, and then issue the hotel registration certificate.
